I/We Claim:
1. A personal-care composition comprising:
a) a water-based system;
b) an oil-based system; and
c) at least one powder-based active,
wherein the at least one powder-based active to the water-based system has a weight ratio in a range of 1:11 to 1:3.5.
2. The personal-care composition as claimed in claim 1, wherein the water-based system comprises at least one component selected from a group consisting of water, butylene glycol, propylene glycol, and combinations thereof.
3. The personal-care composition as claimed in claim 1, wherein the oil-based system comprises at least one component selected from a group consisting of cyclopentasiloxane, cyclopentasiloxane (and) dimethicone crosspolymer, petrolatum, and combinations thereof.
4. The personal-care composition as claimed in claim 1, wherein the at least one powder-based active is selected from a group consisting of mica (and) titanium dioxide, synthetic fluorphlogopite (and) titanium dioxide (and) tin oxide, dimethicone/vinyl dimethicone crosspolymer (and) silica, aluminium starch octenylsuccinate, and combinations thereof.
5. The personal-care composition as claimed in claim 1, wherein the water-based system has a weight percentage in a range of 50-70% with respect to the composition.
6. The personal-care composition as claimed in claim 1, wherein the at least one powder-based active has a weight percentage in a range of 8-14% with respect to the composition.
7. The personal-care composition as claimed in claim 1, wherein the oil-based system has a weight percentage in a range of 5-20% with respect to the composition.
8. The personal-care composition as claimed in claim 1, wherein the composition further comprises at least one excipient selected from a group

consisting of chelating agent, thickening agent, coloring agent, emulsifier, anti-oxidant, preservative, neutralizer, and combinations thereof.
9. A process for preparing the composition as claimed in claim 1, said process
comprising:
a) obtaining a water-based system;
b) obtaining an oil-based system;
c) obtaining at least one powder-based active; and
d) contacting the water-based system, the oil-based system, and the at least one powder-based active, to obtain the composition.
10. A process for preparing the composition as claimed in claim 8, said process
comprising:
a) obtaining a water-based system;
b) obtaining an oil-based system;
c) obtaining at least one powder-based active;
d) obtaining at least one excipient; and
e) contacting the water-based system, the oil-based system, the at least one powder-based active, and the at least one excipient, to obtain the composition.
