Abstract: This security communication device is provided with: a security layer parameter acquisition unit (125) which acquires a reception bit rate of security layer data received per unit time; a threshold setting unit (127) which sets a request error rate that is requested as an upper limit of a bit error rate of the security layer data received per unit time on the basis of the reception bit rate and a request value for the bit error rate, which is requested as an upper limit of an error occurrence probability per bit upon data communication in an insecurity network; and a security monitoring control unit (124) which compares the bit error rate of the security layer data received within the unit time with the request error rate, and performs a security control on the basis of the comparison result.
