Abstract: In this invention, a dependency database (332) stores dependency information (33) in which the dependency relationship between a plurality of constituent devices and the importance level representing the strength of the dependency relationship have been set, with vehicle organization (10) at the top. A device evaluation unit (302) calculates a soundness estimate representing the soundness for a terminal constituent device that has no constituent device on which the constituent device depends among the plurality of constituent devices. An organization evaluation unit (303) obtains the dependency information (33), and uses the soundness estimates of the plurality of constituent devices, including the soundness estimate of the terminal constituent device, and the importance level of the dependency relationship, to calculate a soundness estimate that takes into account the importance level of the dependency relationship for a device to be evaluated, the device to be evaluated being a constituent device to be evaluated among the plurality of constituent devices and having a constituent device on which the device to be evaluated depends.
