Abstract: This steel plate has a predetermined chemical composition. With respect to the total area of three types of oxides of MnO, Cr2O3, and Al2O3 having a major axis exceeding 1.0 µm, the total areal proportion of the MnO and the Cr2O3 is 98.0% or more, and the areal proportion of the Al2O3 is 2.0% or less in a plane located parallel to the surface of the steel plate at a 1/4 position of the plate thickness from the surface in the plate thickness direction.
