Abstract: ABSTRACT TRAFFIC VIOLATION REPORTING SYSTEM Traffic violation reporting system 100 is a dyanamic traffic survelliance and reporting system of the violation of traffic rules. The traffic violation reporting system100 is installed inside the selective recording device 102 mounted on the vehicle of the user 101. The user 101 captures the violation video at varying focal length by triggering a violation button and uploads on the webserver 103. The processing unit 104 annotates the violation video by evaluating each clips of the violation video to identify the violator and levy violation charges to the violator. A dyanamic survelliance network is created of all the traffic violation systems installed on every vehicle to automatically trace the information of the vehicle.

The present application claims priority from Indian Patent application 202021033898 filed on 07 August 2020

BACKGROUND
Technical Field
The embodiments herein generally relates to a traffic survelliance system, and more particularly, to a process for traffic violation reporting system.
Description of the Related Art
Today, India stands the second largest road network in the entire world. India"s road conditions have not kept up with the increase in number of vehicles due to urbanization. Growing size of cities and increasing population mobility have determined a rapid increase in the number of vehicles on the roads, which has resulted in many challenges for road traffic management authorities. With the increasing traffic density on the roads, there has been rapid increase in road accidents. It becomes difficult for the traffic police to manage all of this manually because people know the presence of the police personal and know a turn around way and escape them. Road accidents, traffic violations, safety on the roads, threats caused therein are some of the major concerns. Due to various security concerns, all the main cities across the world already installed a significant number of surveillance cameras for traffic monitoring purpose. The use of these already existing surveillance cameras will be a viable solution for accident detection, but these systems mostly rely on human observation. For human observers, it is almost impossible to monitor and recognize unusual events without missing in such a large number of camera scenes in real time. Sometimes these cameras are not possible to be located on remote places. There are hi tech cameras to record the violation events which involves high cost. Since India is the second largest city for road networks installing high technical gadgets on these systems will be very costly the same time will not be practicall to cover all the roads.
Thus, there exists a need for a solutions in surveillance system and a set reliable process involving the polulation along .
SUMMARY
A Traffic violation reporting system (100) for identifying traffic violation or any incidences of purpose, levy violation charges to traffic violator or record incidence of purpose, wherein said traffic violation reporting system (100) comprises
a selective violation recording device (102) configured to automatically record the violation and or the incidences of purpose in the form of plurality video clips/frames wherein the video clips comprises of traffic violation clips and or any video clips of purpose.
a webserver (103) for automatically transmitting the plurality of video clips when triggered, wherein the webserver also provides command to the selective violation recording device (102) such as external trigger for GPS based triggering.
a processing unit (104) configured to receive plurality traffic violation video clips from the webserver and annotate each video clips to determine violation of traffic and or any incidence of purpose, wherein the selective violation recording device (102) utilize various triggering methods to record the video clips, wherein the selective violation recording device (102) further comprises an artificial intelligent (AI) model to determine violation and or any incidences of interest and upload on the webserver, wherein the AI model automatically starts recognising the traffic violation and triggers violation levier (105) to levy violation charges to traffic violator.
A method for identifying traffic violation and levy violation charges to violator, wherein the method comprises the steps of:
automatically recording plurality of (201) violation video clips or any video of purpose using a selective violation recording device (102) when triggered;
transmitting the recorded plurality violation video clips or any video of purpose to a processing unit (104) by a web server (103);
annotating each violation video clips or any video of purpose to determine violation or video of purpose using a processing unit (104),
identifying, using the processing unit (104), violation from the annotated violation video clips, using artificial intelligence, wherein the processing unit (104) comprises an artificial intelligent model, wherein the AI model automatically starts recognising the violation from the annotated violation video clips and triggers the violation levier (105) to levy violation charges to violator.

FIG.1 is a flow diagram illustrating a traffic violation reporting system 100 according to an embodiment herein.

FIG.4 is a selective recording process to capture video and photos of the violator and extract video of the violation according to an embodiment herein.

DETAILED DESCRIPTION OF PREFERRED EMBODIMENTS
The embodiments herein and the various features and advantageous details thereof are explained more fully with reference to the non-limiting embodiments that are illustrated in the accompanying drawings and detailed in the following description. Descriptions of well-known components and processing techniques are omitted so as to not unnecessarily obscure the embodiments herein. The examples used herein are intended merely to facilitate an understanding of ways in which the embodiments herein may be practiced and to further enable those of skill in the art to practice the embodiments herein. Accordingly, the examples should not be construed as limiting the scope of the embodiments
herein.
As mentioned, there is a need for a solutions in surveillance system and a set reliable process involving the citizens along. The present system achives this purpose by presenting a dyanmic traffic surveillance system, which is cost effective, reliable, can cover every roads possible and identify many types of violation which will bring in the road safety. The present invention can also be used to record video clips of purpose and identify the GPS location at the time T of the triggering event. The present invention also identifies the number plate of the vhicle and uploads the information on the webserver for further recognition and identification.
Referring now to the drawings, and more particularly to FIGS. 1 to 5, where similar reference characters denote corresponding features consistently throughout the figures, preferred embodiments are shown.
FIG. 1 is a flow diagram illustrating a traffic violation reporting system 100 according to an embodiment herein. In case of violation or an accident the user 101 triggers a selective violation recording device 102 through a wireless switch mounted on the easily accessible place for the driver in the vehicle of the user 101 to start recording the violation in the form but not limited to videos and photos. The traffic violation reporting system 100 is installed inside the selective violation recording device 102 which is connected wirelessly to the webserver 103 The traffic violation reporting system 100 is programmed to send and receive information to webserver 103. The selective recording device102 is equipped with features like internet connectivity, Global Positioning System (GPS), Gravity Sensors (G-Sensors), through either inbuilt modules or through a connected app from the user’s (101) smartphone. Most of the smartphones has the above features.
The traffic violation reporting system 100 extracts violation video from the selective violation recording device 102 and upload on the web server 103. Processing unit 104 identify and annotates the violation video by evaluating each clips of the violation video to identify the violator and levy violation charges to the violator.
In one embodiment the user 101 includes but not limited to the driver of the vehicle. The user 101 manually triggers the selective violation recording device 102 by pressing a violation button present with the user 101 at but not limited to a stering wheel of the vehicle or at an easily accessible place with the user 101.
In yet another embodiment the selective violation recording device 102 captures and records the violation video through a continuous loop recording system where the video in front of the user 101 is continuously been recorded erasing older videos with new videos. In case of violation the user 101 triggers the violation button connected wirelessly to the selective violation recording device 102 which enables the selective violation recording device 102 to capture and extract the violation video. The violation video is evaluated by the processing unit 104 to levy the violation charge.
In yet another embodiment the annoted clips by the processing unit 104 develops an artificial intelligence system which will start automatically recognizing the violation using deep learning Artificial Intelligence module.
The selective violation device 102 not only is triggered manually but also be automatically triggered by a computer program which includes but not limited to an Automatic number plate recognition system (ANPR), G-sensor, AI model, and GPS system.
In another embodiment the automatic triggering through ANPR works on the principle that automatic number plate recognition system (ANPR) recognize the number plate of all the vehicles in front of the selective recording device 102. A dyanamic survelliance network system of the vehicles is created by installing this device in multiple vehicles (in millions) to trace vehicles in case of robbery or violation etc by providing trigger information to all the system in the dyanamic survelliance network system.
In yet another embodiment the G-sensor is programmed to recognise the abrupt acceleration and deaccelration of the user 101 vehicle indicating an accident to automatically trigger the selective violation recording device 102 to record the accident. The accident is recorded in a continuous loop recording system by the selective violation recording device 102 and uploaded on the web server 103
In yet another embodiment the AI model automatically starts recognising the violation and the traffic violation reporting system 100 automatically starts triggering the violation and starts uploading the violations to web server103.
In yet another embodiment for a particular situation when we need a video/image feed for a particular location, all the selective violation recording devices 102 in the dynamic surveillance network will be provided with the GPS information and there is an automatic triggering when the vehicle of user 101 pass through that GPS location.
FIG. 2 is a method for identifying the traffic violation system (100) according to an embodiment herein. At step 201, plurality of video clips is recorded when the selective violation device (102) is triggered. In one embodiment the video clips can be any clips or frames of the violation or any video of purpose to the viewer. The triggering can be done manually, through G sensor, GPS triggering, and ANPR triggering methods. At step 202 the recorded video is transmitted to the processing unit 104 by the webserver 103. At Step 203 each video clips is annoted to determine the violation or any video of purpose. At Step 204 the processing unit identifies using the processing unit violation from the annoted violation video clips using artificial intelligence. Ine one embodiment the number plate of the vehicle is identifies using the automatic number plate recognition sytem (ANPR). The automatic activation of the ANPR and GPS based triggering is commanded from the webserver. Ine another embodiment the location of the event at time T is uploaded on the webserver (103).
FIG. 3 is a process flow for selective violation recording device 102 to capture the violation video according to an embodiment. The traffic violation reporting system 100 is installed inside the selective violation recording device 102. The selective violation recording device 102 captures the violation video through a continuous loop recording system. Selective violation recording devices 102 can have multiple camera of varying focal length installed on the vehicle of the user 101. With the triggering of the selective violation recording device 102 at trigger event time T the violation video is extracted for time T-Y to T+X. Y is the response time or the pre recording time preset in the system, X is the incremenatal time preset in the system or the post-recoridng time and Y+X is the total length of the video The violation video is extracted from T1-Y to T1+X. The selective violation recording device 102 also extracts the information like the GPS location, date, time which is uploaded on the webserver 103 by the traffic violation reporting system 100.
In one embodiment the user 101 includes but not limited to the driver of the vehicle. The user 101 manually triggers the selective violation recording device 102 by pressing a violation button connected wirelessly with the user 101 at but not limited to a stering wheel of the vehicle, or at an easily accessible place with the user 101.
In another embodiment the selective violation device 102 is automatically triggered by a computer program which includes but not limited to an Automatic number plate recognition system (ANPR), G-sensor, AI model, and GPS system. In yet another embodiment multiple selective violation devices 102 of variable focal length enables better identification of the violation and the violator.
In yet another embodiment the selective violation recording device 102 captures and records the violation video through a continuous loop recording system where the video in front of the user 101 is continuously been recorded erasing older videos with new videos. In case of violation the user 101 triggers the violation button connected wirelessly to the selective violation recording device 102 which enables the selective violation recording device 102 to capture and extract the violation video. The violation video is evaluated by the processing unit 104 to levy the violation charge
In yet another embodiment multiple camera installed on the vehicle of the user 101 captures multiple photos and videos for the same trigger time t with different focal length. Mutiple photos enbles clear capture of the violation information.
For each captured video or images there is an information which incudes location, date, time etc in the form of metadata or printed on the frames of video/picture.
FIG.4 is a diagrammatic representation of capture of violation at different focal length according to an embodiment herein. selective recording devices 102 with multiple camera records the violation at varying focal length installed on the vehicle of the user 101 of variable ranges and focal length to be able to track the violation.
In one embodiment multiple camera installed on the vehicle of the user 101 captures multiple photos and videos for the same trigger time t with different focal length. Mutiple photos enbles clear capture of the violation information.
FIG.5 is a selective recording process to capture video and photos of the violator and extract video of the violation according to an embodiment herein. T1 is the first trigger eventto initiate extraction of the violation video. Y is the response time or the pre recording time, X is the end time of the violation video or the post-recoridng time and Y+X is the length of the video. The time X and Y are preset in the systeme The violation video is extracted from T1-Y to T1+X.
In one embodiment for the second trigger event at time T2 if the time T2 is less than the T1+X then no video is extracted.
In another embodiment if the second trigger event time T2 which is greater than the (T1+X) and less then (T1+X+Y) then the violation video is extracted from T2-(Y-(T2-T1-X)) To T2+X.
In yet another embodiment for second trigger event time T2 which is greater than (T1+X+Y) then the violaton video is extracted from T2-Y to T2+X
In yet another embodiment the violation video is extracted only when the violation button is triggered by the user 101. The Traffic violation reporting system100 is installed inside the violator device to detect the violation of the traffic. In yet another embodiment the violator device is a but not limited to a selective recording device102 to selectively record the violation of the traffic.
The foregoing description of the specific embodiments will so fully reveal the general nature of the embodiments herein that others can, by applying current knowledge, readily modify and/or adapt for various applications such specific embodiments without departing from the generic concept, and, therefore, such adaptations and modifications should and are intended to be comprehended within the meaning and range of equivalents of the disclosed embodiments. It is to be understood that the phraseology or terminology employed herein is for the purpose of description and not of limitation. Therefore, while the embodiments herein has been described in terms of preferred embodiments, those skilled in the art will recognize that the embodiments herein can be practiced with modification within the spirit and scope of the application.
,CLAIMS:We claim:
1) A Traffic violation reporting system (100) for identifying traffic violation or any incidences of purpose, levy violation charges to traffic violator or record incidence of purpose, wherein said traffic violation reporting system (100) comprises
a selective violation recording device (102) configured to automatically record the violation and or the incidences of purpose in the form of plurality video clips/frames wherein the video clips comprises of traffic violation clips and or any video clips of purpose.
a webserver (103) for automatically transmitting the plurality of video clips when triggered, wherein the webserver also provides command to the selective violation recording device (102) such as external trigger for GPS based triggering.
a processing unit (104) configured to receive plurality traffic violation video clips from the webserver and annotate each video clips to determine violation of traffic and or any incidence of purpose, wherein the selective violation recording device (102) utilize various triggering methods to record the video clips, wherein the selective violation recording device (102) further comprises an artificial intelligent (AI) model to determine violation and or any incidences of interest and upload on the webserver, wherein the AI model automatically starts recognising the traffic violation and triggers violation levier (105) to levy violation charges to traffic violator.
2) The traffic violation reporting system (100) as claimed in claim 1, wherein the selective violation recording device (102) captures and records violation video clips through a continuous loop recording system wherein the video is continuously recorded by replacing existing videos with new video clips.
3) The traffic violation reporting system (100) as claimed in claim 2, wherein the continuous loop recording system is configured to save the violation video at trigger event time T, the violation video is extracted for time T-Y to T+X, wherein Y is the response time or the pre-recording time pre-set in the traffic violation reporting system (100) and X is the incremental time pre-set in the traffic violation reporting system (100) or the post-recording time. The saved video is uploaded to webserver. Other details such as but not limited to time stamp, GPS location at time t, user details etc. is also uploaded for the saved clipping.
4) The traffic violation reporting system (100) as claimed in claim 1, comprises of the selective violation recording device (102) which can be triggered using a wired or wireless switch wherein the wireless switch can be placed at a convenient location easily accessible to the driver such that driver is not obstructed from safe driving wherein the selective violation recording device (102) can be triggered for time t as claimed in claim 3 but not limited to manual trigger, G sensor based trigger, AI based trigger, GPS based trigger and Automatic Number Plate Recognition system (ANPR)
5) The traffic violation system (100) as claimed in claim 4 the selective violation recording device (102) can be triggered using a G sensor when there is an abrupt acceleration and deceleration of a vehicle wherein the value of the G sensor can be calibrated to match the shock experienced during an accident wherein the video of the accident can be immediately uploaded to the webserver at time event T along with the conditions of the road to be stored on the webserver. The violation video can be uploaded for time T-Y to T+X, wherein Y is the response time or the pre-recording time pre-set in the traffic violation reporting system (100) and X is the incremental time pre-set in the traffic violation reporting system (100) or the post-recording time. The value of X and Y can be same or different for types of triggering as claimed in claim 4
6) The traffic violation reporting system (100) as claimed in claim 1 the webserver commands the triggering of the selective violation recording device (102) with information like a) GPS Location for which it needs the information or b) number plate which it needs to trace. For GPS triggering selective violation recording device (102) takes information of the location whenever the vehicle passes through that location. For number plate triggering the vehicle keeps tracking the number plates of all the vehicles recored in the selective violation recording device (102) through Automatic Number Plate Recognition System (ANPR) and whenever there is a match with input number plate which is to be traced, selective violation recording device (102) uploads the video of the traced vehicle with time stamp and GPS information to the webserver
7) The traffic violation reporting system (100) as claimed in claim 1, wherein the selective violation recording devices (102) have one or more cameras of varying focal length installed on the vehicle to capture the violation video clips.
8) A method for identifying traffic violation and levy violation charges to violator, wherein the method comprises the steps of:
automatically recording plurality of (201) violation video clips or any video of purpose using a selective violation recording device (102) when triggered;
transmitting the recorded plurality violation video clips or any video of purpose to a processing unit (104) by a web server (103);
annotating each violation video clips or any video of purpose to determine violation or video of purpose using a processing unit (104),
identifying, using the processing unit (104), violation from the annotated violation video clips, using artificial intelligence, wherein the processing unit (104) comprises an artificial intelligent model, wherein the AI model automatically starts recognising the violation from the annotated violation video clips and triggers the violation levier (105) to levy violation charges to violator.
9) The method for identifying traffic violation as claimed in claim 8, wherein the violation video is recorded through a continuous loop recording system where the video is continuously recorded by replacing the existing videos with new traffic violation video clips.
10) The method for identifying traffic violation as claimed in claim 8, further comprises triggering to capture the violation video comprises at trigger event time T, then the violation video is extracted for time T-Y to T+X, wherein the Y is the response time or the pre-recording time pre-set in the system (100) and X is the incremental time pre-set in the system (100) or the post-recording time.
11) The method for identifying violation as claimed in claim 8, comprises recognizing, using a G sensor, Automatic Number Plate Recognition system (ANPR), GPS systems for triggering the selective violation recording device wherein G sensor is triggered due to abrupt acceleration and deceleration of a vehicle indicating a violation to automatically trigger the selective violation recording device (102) to record the violation or any video of purpose. The violation device (102) when triggered using the GPS location through the command from the webserver gets the information of the location at time T of triggering. The information about the number plate is uploaded on the webserver through the ANPR system which is triggered through the command from the webserver.
