Abstract: A cell configuration method and apparatus. The method comprises: sending configuration information of a group of cells to a terminal device, wherein the configuration information comprises cell identification information and information that is required for accessing a cell; and sending L1 signaling and/or L2 signaling to the terminal device, wherein the L1 signaling and/or the L2 signaling indicate(s) at least one cell in the group of cells.
