Abstract: This polyol composition comprises 12-28 mass% of a first polyol, 12-28 mass% of a second polyol, and 52-68 mass% of a third polyol. The first polyol has an average functional group quantity of 1.5-4.5, an OH value of 20-50 mgKOH/g, and an oxyethylene content of 10-60 mass%. The second polyol has an average functional group quantity of 1.5-4.5, an OH value of 20-70 mgKOH/g, and an oxyethylene content of less than 10 mass%. The third polyol has an average functional group quantity of 1.5-4.5, an OH value of 120-300 mgKOH/g, and an oxyethylene content of 10 mass% or more.
