Abstract: Provided are a control device and the like capable of continually monitoring a target to be monitored appropriately, even if a plurality of mobile objects used for monitoring are a plurality of types of mobile objects having different capabilities. A control device according to an aspect of the present disclosure includes: an acquiring means for acquiring position information, battery information, and movement capability information regarding each of a plurality of mobile objects; a predicting means for using the position information about a monitoring mobile object, that is, a mobile object that is monitoring the target to be monitored among the plurality of mobile objects, the position information about standby mobile objects, that is, mobile objects standing by among the plurality of mobile objects, and the battery information and movement capability information regarding each of the plurality of mobile objects, to predict a monitoring availability time, that is, the period during which each standby mobile object is capable of monitoring the target to be monitored; a selecting means for selecting, on the basis of the monitoring availability time, at least one mobile object from among the plurality of standby mobile objects; and a controlling means for controlling the selected mobile object to move to a position from which to monitor the target to be monitored.
