Method For Coding Video Quantization Parameter And Method For Decoding Video Quantization Parameter
Abstract: A video guantization parameter encoder includes: a prediction unit 11 for generating a predicted guantization parameter from a past reconstructed guantization parameter; a computing unit 12 for generating a delta guantization parameter from a guantization parameter and the predicted guantization parameter; and quantization parameter encoding means 13 for binary-arithmetic-encoding a first bin indicating whether or not the delta guantization parameter is significant, a sign bin indicating whether the delta quantization parameter is positive or negative, in the case where the delta guantization parameter is significant, and other bins indicating an absolute value of the delta guantization parameter, in the case where the delta guantization parameter is significant, wherein quantization parameter encoding means performs the binary-arithmetic- encoding using no context for the sign bin, using a first context for the first bin and using a context different from the first context for the other bins, and wherein guantization parameter encoding means binary-arithmetic- encodes the other bins using the same context for a predetermined bin and a bin subsequent to the predetermined bin.
