Specification

Field of the Invention
This invention relates to a multipurpose safety locking device and in particular,
this invention relates to safety locking device which has twin locking system.
More particularly, this present invention relates to safety locking device which
can be applied for locking of upper and lower enclosure of the energy meter at
the same time. Furthermore, this invention also relates to multipurpose safety
locking device which has the beneficial effects of having safety and reliability.
Background of the invention and the related Prior Art
The Devices which provide for locking a latch to a cover or other enclosure are
well known. In many applications, it is desired to lock an enclosure to which
two or more parties may desire access. In order to provide access for both
parties, it is necessary to share keys for the lock of the enclosure. An alternative
is to have two or more locks on the latch, thereby requiring both parties to open
their lock at the same time in order to gain access. Devices are known which
allow for many parties to provide a lock for a latching device, requiring many
parties to be present at the same time or to actuate a lock in order to remove or
secure the latch.

The problem with the prior art devices is that they require removal of all of the
locks rather than one or the other. There are many situations in which it is
desired to have access to the enclosure without compromising security by
having keys shared or by requiring removal of two or more locks at the same
time to gain access. Attempts to provide access to a latch with a device which
can be locked by removing one or the other have been complicated and require
many parts for manufacture. In addition, such devices have only contemplated
the use of two locks rather than providing for a series of locks whereby the
device can be actuated by removal of any one of the locks.
The other document US2014162480 discloses an outlet cover for an electrical
outlet. The outlet cover includes a plate having at least one opening sized and
positioned to receive an electrical outlet, a lid hingedly attached to the plate so
that the lid can be moved between an open position that allows access to the
electrical outlet and a closed position wherein the lid is in a locked position
covering the electrical outlet, and a locking assembly having a locking pin. The
lid includes a latch which cooperates with the locking pin in order to lock the
lid in a closed position or. release the lid for opening it for access to the
electrical outlet.

According to the document US2013133382 a safety shield for double lockleg
cuffs having a first lock for disengaging or releasing the leglets after the same
have been applied to the legs of a prisoner, and a second lock for fixing the
preset contracted position of the leglets on the prisoner's legs. The box-like
shield comprises access slots in a wall thereof through which a portion of the
associated leg cuff key may be inserted to actuate the second lock without
opening the shield or revealing the first lock or removing the shield from the
leg cuffs. This arrangement permits the shields to be secured over the leg cuffs
prior to application to a prisoner and thereby enhances the officer's safety. The
safety shield is also suitable for use with handcuffs including a pair of wristlets
pivotally and rotatably connected by either an enlarged ring portion or a short
link chain.
The document US4652768 describes the a locking mechanism for the locks of
the rear doors of a motor vehicle with one locking device for each door
lock acting against the unauthorized opening of the doors from the interior side
of the doors, a so called child safety lock. Each locking device is assigned an
electric-motor-driven control unit, the rotational direction of said control unit
being reversible via a double pole changing switch ( double throw switch) and
said control unit being connected with it and being able to be remotely operated

with respect to locking or un locking of the lock by a switching element that
can be operated from the front seats. The locking condition of the locking
device is indicated by an optical display. To reduce manufacturing parts and
expenses for the circuit controlling the optical display, this circuit is formed by
parts of the circuit controlling the locking devices themselves. In certain
embodiments the optical display is connected in series with a p-n-p transistor
having its base and collector connected with respective grounded "off lines of
the locking device control circuits.
According to the invention US4603566 a lock cylinder, particularly a double
cylinder, wherein a lock web ring is divided in a longitudinal direction and
carries a lock web which is held together by retaining elements.
A double lock apparatus includes interconnected locking members connected
by a retainer pin . The members include arcing slots anda pair of orifices and.
Each of the locking members includes an arcing slot arcing in an opposite
direction and centered on the opposite of the orifices. The external lock
members and insert through the orifices and to prevent pivoting. Removal of
one of the external lock members or allows pivoting about the other lock
member with the retainer pin sliding along one of the arcing slots. The pivoting
motion separates retainer finger portions to allow unlatching. The devices may

be connected in a series for providing unlocking by removal of one of a number
of external locks which has been stated in document of patent application
US5582042.
The document 5290/DELNP/2009 states an anti-theft safer for a cassette
comprising a cassette receiving case and a locking device being adapted to
releasably secure the cassette in the case, wherein the cassette receiving case is
a two-part case.
The invention stated in 5291/DELNP/2009 discloses a security device for
protecting an item from theft, comprising: at least one cable with two ends, a
cable lock that is adapted for releasbly attaching the two cable ends together by
means of a locking device for forming a loop, the cable lock comprising a first
cable .endholding part and a second cable endholding part, which parts are
adapted to releasably lock together with the locking device for forming the
cable loop. The cable lock comprises a cable adjusting device, which is
configured for forming an adjustable loop for the cable.
The other document 5322/CHENP/2007 provide A security device for an
article, comprising a security tag, a locking mechanism, a locking element ( and
a housing comprising means for securing the security tag, locking mechanism
and locking element thereto.

The other document 342/kolnp/2008 states that a security device for a plug with
at least one locking clip.said security device comprising a lockable closure
piece which prevent the manual operation of the locking clip. The closure piece
comprises a closure lower piece which may be fixed to the plug on which a
separate closure upper piece is placed. Said closure lower piece is designed
such as to be clipped on the plug with a positive and/or non-positive fit.
The document 192/kol/2008 illustrates the invention which provide A
multipurpose security device to prevent theft and pilferage adaptable to any
security appliances comprises: - an assembled body consisting of at least four
parts; a top cap cover part "A" having rectangular shape to be mountable on the
top part of a rectangular main body of the security device and one free end of a
wire is embedded on the top of the cap cover; a main body part.
The document 1381/MUM/2008 illustrates the invention which states that
sliding lock operating device more particularly the present invention is a bi-
directional controllable device for al-drop, sliding bolt and surface bolt, to
prevent unauthorized locking from opposite side while allows locking from
both or either side on will.

The other document CN20338577 a mechanical equipment structure and
specifically discloses a piece of automatic metering device sealing equipment.
The automatic metering device sealing equipment comprises a frame, an
annular shifting mechanism used for shifting a metering device and arranged on
the frame, a metering seal base installing mechanism which is used for
installing a metering seal base on the metering device, is arranged on the frame
and is close to the annular shifting mechanism, an automatic screw locking
mechanism which is used for installing and connecting the metering seal base
and metering seal screws of the metering device, is arranged on the frame and
is close to the annular shifting mechanism, and a metering seal cover installing
mechanism which is used for installing a metering seal cover of the metering
device on the meter device, is arranged on the frame and is close to the annular
shifting mechanism. According to the automatic metering device sealing
equipment provided by the embodiment of the utility model, the metering
device can be automatically sealed and processed once an electric
electric energy meter body is put in the annular shifting mechanism, thereby
replacing the manual operation and greatly improving the work efficiency.
According to the document CN203349904 a multifunctional meter sealing and
clamping device. The device comprises a supporting table, a pipeline fixing
device, a verification pipeline, a blind flange expansion device and a two-way

expansion device. The device has dual functions of electric operation and
manual operation, functions of the two-way expansion device, an automatic
blind flange function and a manual meter clamping function, replaces a
common pneumatic expansion device, is used for gas verification device, well
achieves automatic sealing and opening of the pipeline, carries out installation
of a to-be-verified instrument, detachment of a verified instrument and the like
at the same time, improves device automation, shortens a verification period
and improves verification efficiency.
None of these above patents, however alone or in combination, disclose the
present invention. The invention consists of certain novel features and a
combination of parts hereinafter fully described, illustrated in the
accompanying drawings, and particularly pointed out in the appended claims, it
being understood that various changes in the details may be made without
departing from the spirit, or sacrificing any of the advantages of the present
invention.

Summary of the invention
This invention relates to a multipurpose safety locking device and in particular,
this invention relates to a safety locking device which has twin locking system.
More particularly, this present invention relates to a safety locking device
which can be applied for locking of upper and lower enclosure of the energy
meter at the same time. Furthermore, this invention also relates to multipurpose
safety locking device which has the beneficial effects of having safety and
reliability.
Detailed description of the invention with accompanying drawings
For the purpose of facilitating an understanding of the invention, there is illustrated in the
accompanying drawings a preferred embodiment thereof, from an inspection of which.
when considered in connection with the following description, the invention, its
construction and operation, and many of its advantages should be readily understood and
appreciated. The drawings is in one sheet.
The principal object of the invention is to provide a multipurpose safety locking
device.

The other embodiment of the invention is to provide a safety locking device which
has twin locking system.
The principal object of the invention is to provide a safety locking device which can
be applied for locking of upper and lower enclosure of the energy meter at the
same time.
The other embodiment of the invention is to provide a multipurpose safety
locking device which has the beneficial effects of having safety and reliability.
The another embodiment of this invention is to a multipurpose safety locking
device which has the high-precision automatic sealing device automatically
completes positioning the intelligent electric meter, without manual operation,
time and labour are saved and the efficiency is improved..
The other embodiment of the invention is to provide a multipurpose safety
locking device that has the advantages simple structure, reasonable design, and
convenient filter element disassembly and assembly.
The novel features that are considered characteristic of the present invention
are set forth with particularity in the appended claims. The invention itself,
however, both as to its organization and its method of operation, together with
additional objects and advantages thereof, will best be understood from the

following description of certain specific embodiments, when read in connection
with the accompanying drawings, in which:

These and various other advantages and features of novelty which characterize
the invention are pointed out with particularity in the claims annexed hereto
and forming a part hereof. However, for a better understanding of the'
invention, its advantages, and the objects obtained by its use, reference should
be made to the drawings which form a further part hereof, and to the
accompanying descriptive matter, in which there is illustrated and described a
preferred embodiment of the invention.
The safety locking device is used in the domestic of industrial type energy
meter for sealing. It is a twin locking system and can be applied for locking of
upper and lower enclosure of the energy meter at the same time. This device
consists of a male and female adopter along with a S.S twist wire. This has a
circular shaped top cover attached on the top of the security device and with a

main body part. The wire inserted through the slotted hole of the hex head or
knurled screw provided on the meter enclosure top and bottom cover to avoid
any tamper of the meter. The.locking device seal cannot be reconstructed again
if once broken.
Without further elaboration, the foregoing will so fully illustrate my invention,
that others may, by applying current of future knowledge, readily adapt the
same for use under various conditions of service. It should also be realized by
those skilled in the art that such equivalent constructions do not depart from the
spirit and scope of the invention.
Advantages over the prior art
The safety locking device proposed by the present invention has the following
advantages over the prior art:
a) It is cost effective as compared to others machine available in the market.
b) It has the characteristics of simple structure, convenient use, high efficiency.
c) It is economical in maintenances.
In the preceding specification, the invention has been described with reference
to specific exemplary embodiments thereof. It will be evident that various
modifications and changes may be made thereunto without departing from the

broader spirit and scope of the invention as set forth in the claims that follow.
The specification and drawings are accordingly to be regarded in an illustrative
rather than restrictive sense. Therefore, the aim in the appended claims is 10
cover all such changes and modifications as fall within the true spirit and scope
of the invention. The matter set forth in the foregoing description and
accompanying drawings is offered by way of illustration only and not as a
limitation. The actual scope of the invention is intended to be defined in the
following claims when viewed in their proper perspective based on the prior
art.

We claim:
1) A multipurpose safety locking device which comprises:
i) a circular shaped top cover attached on the top of the security device;
ii) Male-Female adopter;
iii) a main body part and
iv) a S.S twist wire,
2) The multipurpose safety locking device as claimed in claim 1 wherein there
is a twin locking system.
3) The multipurpose safety locking device as claimed in claim 1 which can he
applied for locking of upper and lower enclosure of the energy meter at the
same time.
4) The multipurpose safety locking device as claimed in claim 1 wherein the
wire inserted through the slotted hole of the hex head or knurled screw
provided on the meter enclosure top and bottom cover to avoid any tamper
of the meter.
5) The multipurpose safety locking device substantially as hereinbefore
described with particular reference to the accompanying drawings.
