Abstract: With existing technology inner tag information (VLAN ID information before being subjected to QinQ at the entrance to an openflow network (OF NW)) attached to packets flowing through the OF NW cannot be identified by a switch. Accordingly an OF NW configured by only one VLAN cannot deal with a plurality of VLANs. In the present invention specifically a controller deals with a plurality of VLANs in the OF NW having only one VLAN by mapping inner tag information attached to packets flowing through the OF NW and flow cookie information indicating flow entries corresponding to the packets flowing through the OF NW. More specifically a flow entering the OF NW is transferred from the switch to the controller and the controller which receives the transferred flow learns the VLAN ID information at the entrance to the OF NW and maps the VLAN ID and the flow cookie information indicating flow entries corresponding to the packets in the OF NW to thereby deal with a plurality of VLANs.
